Planning & Development
The R.M. requires ALL developments to complete a Development Permit Application prior to development, under the Municipalities Zoning Bylaw. This includes farm buildings. Farm buildings may apply for a farm exemption request (if qualified) at the Municipal office. Once the development permit has been approved, the building permit process will begin. All developments AND demolitions require a permit.
MuniCode Services Ltd. are the appointed R.M. building inspectors. They will be administering and enforcing The Construction Codes Act (CCA). MuniCode provides required on-site inspections at all critical construction stages. Due to new regulations in The Construction Codes Act, appointing a building inspector that provides services within the R.M. is mandatory.

Pursuant to The Construction Codes Act, farm buildings are exempt.

A farm building means a building that does not contain a residential occupancy/sleeping quarters and which:​

Is used primarily for the housing of equipment or livestock, or the production, storage or processing of agricultural and horticultural produce or feeds; and

is located on land used for an agricultural operation as defined in The Agricultural Operations Act.

There is no exemption from construction standards for buildings on agricultural land if the building has sleeping quarters or if its used for commercial purposes.
Permits are not required for:

Fences
-
Driveways, sidewalks, & parking lots
-
Replacement of materials (shingles, siding)
-
Cosmetic upgrades that do not affect structural members or safety features

Saskatchewan adopted the 2020 editions of the National Building Code, the National Energy Code for Buildings and the National Plumbing Code effective January 1, 2024 by regulation under The Construction Codes Act.
